How do I change the deletion allowed field?

I attempted to delete a requirement but then received a message stating that I needed to change the "deletion allowed" field.

    In the Admin Client edit the type "Requirement" and enable the check box "May be deleted, controlled by the rule" (see attachment),

    The rule can simply remain empty.
