How field "Valid Change Order" works in PTC Integrity

We may came across the field "Valid Change Order" on content types like Input, Requirement, Specification etc. When document moves to Restricted state then the fields on content level should not be edited. This is very true, but here i wanted to understand how "Valid Change Order" works during Restricted state OR its overall functionality.
