How to customize the change package review permission in case of multiple reviewer?

In change package review process, lets say i have 3 reviewer. Now what i want is to by accptance of even single reviewer, change package should be closed.

Currently it should be accpted by all 3 reviewer then only it will close

You will need to set up a group with the 3 reviewers, and use that group for the Change Package reviewer. 

If you have a list of users in the Change Package Reviewer policy, then each user must accept the change package before it is accepted.

If you have a group, or list of groups, then one user per group must accept the change package before it is accepted.
