How do I create or mark a document(Requirement/Test) in Windchill RV&S as a template?
Do template documents need to be marked as a template somehow?

I think you can change the project value to the "Templates" for the target document you want to mark as a Template document.
If it is not allowed to change the project value, you can branch this target document to a new document and then change the new document project value to Templates.
