workflows do not allow a move to development complete if a change package is at rejected state

I have created new workflows in which I do not want allow state change from 'development'to 'development complete' state  if a change package is at rejected. i have allowed to create/submit/accept/reject/close the change package in development. When I reject the change package, user should not move other state of the workflow.
