If you are accessing a machine over a remote desktop session, you need a Floating style license. You can speak to your PTC representative about converting existing locked licensing or obtaining new floating licenses.

i was acessing my desktop from my laptop over a remote desktop session, that was the problem for me. when i tried to launch creo directly from the desktop it worked fine.
