As far as I know .crc files have been and always will be written to the current working directory. Makes sense, since they pertain to the files in that directory.
A more important question that should be addressed is why they are being created? A .crc or circular reference file is indicating a model has an error in logic in the definition of one or more features. They are only created when there is a problem. I'd be more concerned with fixing things so they are not created, rather than being concerned with where they are written.
