About radiobuttonlist widget,Why can't display when use defferent user

I add a radio button list wigdet in a master,when use Administrator user Preview ,it can be dispay well as pic 1,but it display just text "Select Button States" when I use a common uset to preview.

I think it maybe cause by permission of state difinition, but after give all permission allow to state difinition ,it still not ok.
