Find Participants missing Most Recent Participants:

Anyone know why when users select to Add Participants on a new Change Request that the Most Recent Participants: table is not displayed?

This is strange behavior from Windchill which we observed some months back. A few generic accounts which does not have email id associated with it never appears in recent participants list. Do you have an email id associated  for those users who don't appear in recent participants list?
