Have you tried searching for that feature in the ThingWorx Help Center?

It is properly documented there.

Yes,  I had checked that  description I found it "If set to true, you only see alerts for things to which you have visibility."

If this is not enabled /set to false what is the expected behavior. is it like we will see all the alerts of things that are created by other users also? correct me if I am wrong.

Roughly correct. You'll be able to see alerts of things for which you do not have visibility. It's not a matter of ownership (who created that thing) but of visibility, as the description mentions. Visibility is a basic security concept of the ThingWorx platform, and it is explained in detail here. Ownership is also important to understand, and it is described here.
