Azuresql thingworx setup error

I am trying to install thingworx with azuresql. Tomcat tries to initiate Thingworx war file but fails and throws following error in ThingworxStorage/Application log file:

[L: ERROR] [O: c.t.s.ThingWorxServer] [I: ] [U: SuperUser] [S: ] [P: ] [T: main] ModelPersistenceProviderPackage is null.

I have followed this link for setting up azuresql to thingworx

I can see the database(model, schema) created in Azuresql database
