Enable/Disable drag&drop in Dashboard

Hi,

I have a mashup with a dashboard and an edit-button. Now I will change the edit modus of the dashboard by clicking the button. With CSS a can hide the cog icon.

Now I will enable and disable the drag&drop of the dashboardelements. I think I must do something with jquery but at this moment nothing works well.
