How to permanently lock out a user

Hi,

when I lock out a user in the Composer, this user becomes unlocked after the "Minutes Locked Out" setting in the UserManagement Subsystem.

Is there a way to prevent a specific user (not all users) from being unlocked or to somehow permanently lock out a user?
