Is it possible transfer file from device to Thingworx using KEPServer?

With respect to your question the short answer is that this is not currently implemented in KEPServerEX / ThingWorx Industrial Connectivity. More information is available here.

If this is something you are looking for out of the box I would recommend visiting the ThingWorx Ideas section and submitting a Product Idea.
