Mashup Builder does not show up

I am new to thingworx. I am using Hosted Server, and try Thingworx Foundation Quickstart example.  In Create Application UI step, after add New Marshups, select the Design, the Mashup Builder does not showup, so can not select Widgets tab.

This sounds like a licensing or permissions issue.  What is the url for the site?
