Using same credentials, Login page can be enabled but not composer page. How to do this settings

we have provided organization url to the client like - "ip-address:PortNumber/Thingworx/FormLogin/OrgName"
If client tried the url -"ip-address:PortNumber/Thingworx/", they should not landed in composer page. Instead we can show message "Access denied". How to do this?

Do you get any error in UI or ApplicationLog ?

Check this article too: https://www.ptc.com/en/support/article/cs357492 as there is an issue when save this subsystem in some version

While editing PlatformSubsystem permissions, iam not able to save the changes.
