No indication that a user is already on a call

We have experienced an issue with chalk users already using their phone (Chalk,Teams,Phone) while another Chalk user is contacting them it does not indicate that the other user is already on a call.  Is there anyway to know that another user is on the phone?  This is causing confusion since the Chalk call will continue to ring indicating that the other user is not answering. When in fact, that user is already on their phone/chalk and does not receive any notification that someone is trying to reach them.

Is there a specific device that you've experienced this on, or is it across the board? Can you confirm the version of Chalk being used in this scenario?

    In this case, it was Samsung 8 to a Samsung SM-G960U.  It has taken place between apple and android as well. In addition, after the 3rd attempt to reach the other user, the phone rang (Chalk) but when the call was accepted, nothing took place.
