Primary Admin Licensing

Hello,

If the package for 5 users w/host privileges is purchased, is there a way that the primary admin not take one of the host licenses? So the admin could still manage users, but wouldn't take up one of the licenses. (1 admin w/o hosting ability, 5 hosts). 

If so, what would be the best way to do that?
