I know one case where similar issue was occurring- so server was working and then suddenly the issue occurred with all projects - there was an issue with license of the TWX server. Do you use an on premises /in house server , or do you use a PTC cloud server.
In both cases you can login to TWX server and check if there is an message like “Your license has expired"
IN case that you have the mentioned error message and it is a PTC cloud instance , then please, let me know via private message what is your URL so I could report this to the cloud team to renew you license.
