About OOTB로 _OPTIM_PEEK_USER_BINDS=true

Hi All

Does some one know about the Oracle parameter OOTB로 _OPTIM_PEEK_USER_BINDS ?

The oracle default values is OOTB로 _OPTIM_PEEK_USER_BINDS=true

Customer site ,set it OOTB로 _OPTIM_PEEK_USER_BINDS=false,

and

found that delete part is two slowly .(200seconds )

is the parameter impact on delete part ?
