Access to a report by user

I tried searching but couldn't find what I was looking for.  I have written a report and want to only give access to an individual, management, and not an area, ie. Change, Library, Project, etc.  Can this be done?  And if so, how?  Is this something that I would need Cognos for?  I'm currently on Windchill 10.2 m030.

I think you can place that report in org level  and create a group, from ACL for system domain grant access only  to that individual/group to access object types  report, report criteria from access control. - http://www.ptc.com/cs/help/windchill_hc/wc102_hc/index.jspx?id=ReportMgmtReportTempImport&action=show

You can do the same thing by creating a report at project level.

Can also create a report template and not expose it at all, but grab the URL for it (may have to use F11 to get it), then provide that URL inside a spreadsheet or Word doc or put the link elsewhere.  The user can run the report from anywhere without already being logged into Windchill.
