Which Action Model.xml file controls the display of buttons when on the Folder Content Page?

I think you're looking for codebase/config/actions/FolderManagement-actionModels.xml.  I customized that to add a shortcut to the toolbar for Import from Spreadsheet.  And I also think New Change Notice.
