Add a new master attribute to Edit Common attribute layout or wizard

I would think that you could add a new attribute on the Part Master in the Type and Attribute Management, but I've never tried it.

@joe_morton  thank you for the input, but Adding in the JSP is the only way as of now I have found to perform this operation.
