What all needs to be configured in Windchill to enable the PDF and STEP file generation for a CAD Drawing representation.

Take a look at this article on adding files as attachments. The visualization configuration is utilized to publish PDF and STEP files, then they get added as attachments.

you should configure additional files output using publish rules to generate PDF or any supported types.
