Allow checkout without forced REVISION change. (Still have iteration history)

Where/what specific settings allow users to make iteration changes, without forcing a REVISION change?

I tried searching but could not find what I was looking for. My apologies if I overlooked it.

The ability to check out and make changes is set in the Policy Administration interface. There are various levels of granularity where check out permission can be set up at the Org level or down in individual context folders or even be granted to individual participants/groups.
