Association mess

Hi pros,
I am trying to figure out the process change for 9.1. We were hoping that with introduction of the new association types in 9.1 it would make it more logical, but... Here is the scenario: I have a painted part, which is represented as
a.asm
----a.prt
----bulk_item.prt

the product structure I would think should be
a
---bulk_item

I don't want to create an additional wt.part for "a.prt", I want "a.asm" to be the owner of "a" wt.part and "a.prt" to be a contributing content of it. I am getting "Can not create a reflexive Usage/­Reference Link" message on check in. The work around is to make this association a "content" type association.
Irony is that if I reverse it a bit - make a.prt the owner and a.asm the contributing content - it works but the product structure is different...
I have a ticket with PTC opened...
Can anyone explain it because PTC can not.
