Association Rule 21

All,

 

In trying to add a Problem Report to an ECN as an Associated Process Object, I get an error about Association Rule 21. I can attach the PR as an Associated Reference Object with no trouble.  The only thing I could see that might cause a problem, is that both PR's had a WTPart number in common.  Any ideas what this could be?
