Attach 3D pdf of a model to 2D pdf

I was wondering if there was a way to attached a 3D PDF in WC to a 2D PDF also in WC.  The PDFs are an export of the CREO model.  I don't have experience in CREO, I am familiar with WC.

Every object has an Attachment table.  We haven't used it so I am not sure how it works.

I am aware of that, but that is not where I want to attach it.  I want that 3D PDF to be attached to the actual 2D PDF file.  The idea is, if an engineer opens a 2D PDF file, they can choose to open the 3D PDF if needed right from within that 2D file.
