best way for Multi developers accessing same Debug mode on Server from local laptop

We are using eclipse as tool and Configured Debug mode on the server.

wanted to know is there any easy way to connect eclipse from local system and Configurations/Debugmode set up on Remote.

as of now 2 developers can access remote at a time and it impacts the server performance.

Is it possible to launch eclipse from local laptop and All debug mode & filesynch configured on remote server?

if both developers are working on the same time, it will not work. But if they work in different time, it can be setup

Debug mode can be used by only 1 person , agree with that.

Our problem is developers logging on remote server where Windchill is installed and eclipse environment also setup on remote.
we want to get rid of this approach and any possibility of connecting remote server windchill and modification from local system.

please let me know if any organization configured accessing remote files from local system eclipse
