BOM Revision hopping with date effectivities

We have an Agriculture equipment OEM with BOM consisting of 4000+ components across multiple levels.

We are working with effectivities to capture BOM as per production cut-in dates.

The situation is complicated by the production planning's requirement of implementing ECNs out of sequence, thereby the revisions are jumped to assign effectivities:

i.e. If I have a BOM "A1" with following parts

 

A1 (Rev A)            A1 (Rev B)             A1 (Rev C)

  - P1                          - P1                      - P1

  - P2                          - P2                      - P3

                                   - P3

 

By using date effectivities, Rev C is cut-in before Rev B. The resulting BOM view is not as per expectations.

ERP handles this requirement but we are not able to match the BOM from Windchill.

Looking for possible solutions to address this OOTB or through customization.

I see it's a pretty old topic with no answers... 
I'm facing similar problem as you described. Could you get any solution for this?
