Can't edit or create a new life cycle template

Version: Windchill 13.0

 

Use Case: When trying to create a new or edit / view a life cycle template as either org admin or site admin, I just get a please wait spinning circle.


Description:

I have been able to view the life cycle templates before on this server. We are in the process of upgrading our version so I have an installation on a test server where I can view and edit the life cycle. I have compared the Policies all contexts and rules and verified the administrator setup it all looks the same. Is there something else that could be keeping me from editing the life cycle?

Do you see any errors in the logs when it hangs ?

no. it does not error the window just shows "please wait" until I close it.

Have you tried a different browser type?  Did you clean your browser history and cache and restart the browser?

Yes, but I can edit the other templates, like workflows, it's just the life cycle templates that I can not edit.

I have tried using the workgroup manager as well with the same results.

This acts like the permission is missing for the life cycle template only, but I can not find any thing different between the setup on the test server and the live server. I'm looking for someone that may have a different direction for me to look.
