Cannot upload graphics using "new graphic information element"

Using Windchill 11.0 (new upgrade). We are trying to upload new graphics into Windchill using the command "new graphic information element". A blank window pops up and nothing else. We have tried in IE(11), FireFox(55) and Chrome(61).

Before the upgrade it worked perfectly.

Any ideas? Browser setting perhaps?

Turns out this is a 'bug' in Windchill 11.0.

There is a patch available. See  SPR 7021616.
