Does anyone know why certain attributes do not show up in the Layout
section:

Looks like we need to choose the More Attributes Info Page layout to show all attributes.

You can edit layouts to make them show you whatever you want. If there is a layout group with the "default group" box checked then it will automatically display any new additional attributes in that group when they are added to the type. It looks like you have some custom groups there "Customer Change To Order" that just simply haven't been fully setup yet. If you edit the layout and drag the items over, you'll see them there.

Do you know why I'm getting the following error each time I try to 1.) Add and attribute, 2.) Adding an additional attribute to a layout.

You have to create a global attribute definition in an organizer before adding a new attribute on a soft type...
