Client-Side Published files are being ignored

My Windchill system is ignoring client-side published files.

PVZ files get attached from a client-side check in (models and viewables) with a Categroy=Viewable, but the WVS service ignores them at time of publish. A server-side publish takes place ignoring the primary attached PVZ
