CN Not Sync on CA Completion Issue

I have custom Change Notice and Change Activity.  During the Activity, I am changing the Notice states based on task being done so that one someone looks at the objects changes, they can quickly see where it is in the process.  The change activity gets set to Resolved or Canceled depending on choices earlier in the process.  I left the code in for the CA Synch on completion but it is not working when the CA completes.  What do I need to look for or do?  I tried to set the CN back to Implementation before finishing the CA.  Windchill 11.1 m020

Just a quick update and change to the question.  If the Change Activity is being set to Resolved before completion it will work.  What I am looking for is if I set it to Canceled then it would also set the Change Notice to Canceled.  Would it be best to pass a variable between the two that I then read in a conditional to route the Notice?
