conditional rules are not working with same values in different options

Using  Choices with same value from different options will not work with conditional rule.

Using a conditional rule that says: use operation handbook in english when selecting service handook in english ends up in:
ATTENTION: Cannot create the conditional rule because choice EN English with same name is found in multiple contexts RuleImport, RuleImport. Rename the choice to be unique and try again.

Where you have duplicate Choice names you need to use the Choice number in the Conditional Rule to have it correctly resolve to the intended Choice
