Configure the compliance verdict to more accurately indicate when supplier parts have no data

Logic for calculating the compliance verdict is too strict for some business needs.  Specifically, having one or more supplier parts with no data, when there are one ore more supplier parts with a Pass status, does not mean the company part is a Partial Fail, or the BOM is a Fail.  In reality, it is just partially unreported.

Ability to configure this for a company's needs would be a very useful enhancement.  Currently we need to do this via customization outside of WPA.
