Make sure the you are able to connect to the Oracle database and the LDAPs. This error could be due to either database connection or LDAP connection. Looking at the stack trace, I think it is Aphelion or AD

1) Is your Windchill DS running?

2) I would test the DB connection via SQLPLUS from the Windchill machine.

3) Have you recently switched between HTTP and HTTPS?

Were you able to get Windchill started after checking the LDAP & DB connections, as suggested by Binesh Kumar‌ and Matthew Knight‌? If you're still seeing the same error message on startup, then try adding the property 'wt.org.verbose=true' to your wt.properties file. That will log some additional information which will help identify the cause.
