CR0000228480 - misassignments

I am using Windchill Aerospace & Defense Release 12.0 and Datecode with CPS 12.0.2.0

I was assigned as the Materials and Process Engineer responsible for a CR. When i tired to reassign the M&P Engineer to a team member, it assigned someone else instead. That person has shared that misassignments has occurred multiple times and we believe it may be a technical issue. I would like to reassign correct the Materials and Process Engineer.
