Since there is no direct import of Intralink 3.4 data into PDMLink, why not just go directly to 13.0.2?

Wow. That is such an old product. I am surprised its still running and in use. Have you contacted tech support for valid path forward? It might not exist anymore or is that what they told you since you're asking for version 10.2? Lots of articles not longer exist but I did find this online from 2009!

Have you considered just starting over with a new installation?

Intralink media was removed in 2016 for download. If you are stuck and need the old media to bridge an upgrade, I think asking tech support is only option.
