During O2S migration got error Creating create_ddl_wt failed: "create Database DDL failed"

I am using Windchill PDMLink Release 11.1 and Datecode with CPS M020 During installation of O2S migration utility we encountered an error message Creating create_ddl_wt failed: "create Database DDL failed" . Source database is Oracle 12c the target database is SQL Server 2017 this is part of attempt to bring WcT 11.0 on Oracle to WcT 13.1 on SQL Server.
