Effectivity ACL

Does anyone know if there is a way to grant access to users to allow them to create, edit, update effecitivity? What is the object in the ACL? Out of the box it is the Product and Library manager.

Confirm with Jeff, but I believe he told me that this is hard coded to those roles and not something that can be granted to different roles.
