Error when building translation packages

I'm getting a return error while attempting to build some translation packages. All objects are in release state. 

The odd part is, 7 of the 14 language packages requested have succeeded, while the other 7 failed with this message. The 7 that succeeded have previous translation data already imported (a.2) while the 7 that failed have ZERO translation data attached (no A.1, except for 1 - French-Canadian).

I am stumped - has anyone ever seen this??
