Exporting and Importing Entire Product Context

Has anyone done this? We are looking for strategies on moving the entire contents of a Product from one server to another. I assume this is done via import/export manager but can this be done? Am I just moving content? What about change objects? I would like to start some users on a temp server while we work on production and then move their stuff over.
