File won't download (percent sign)

Someone uploaded a file and the filename contains a percent sign so Windchill won't allow anyone to download it.  The person that uploaded it is no longer here.  How do I access this file?  Can I rename it to remove the percent signs from the filename so it can be downloaded?  We have Windchill 11.

I've seen this problem before and I think we had to change the file name some how but I'm not sure what to do.
