Fixed Assembly Objects Not Showing in Creo View

So I have a bunch of assemblies with viewables created for them that are not showing the whole assembly.  We are using Positioning and Extended Positioning assemblies.  But I noticed that every one that isn't showing up is fixed in the CREO Assembly.  We are using Creo 3 m140 and Windchill 11 m030.  Below is a screenshot of what we are seeing.  Anyone with any ideas?  Other than the obvious which is to not fix items in an assembly.
