Getting Error: License initialization failed: Flex initilation error. (-96)

I am using Windchill Risk and Reliability Team Edition (Formerly Relex) Release 11.1 and Datecode with CPS F000 Getting Error: License initialization failed: Flex initilation error. (-96) License was moved to a new server. Now clients cannot reach it. The license service starts and stops properly. The log file shows no errors occuring. But clients git the above error when they launch the application. Here are the errors that I faced Getting Error: License initialization failed: Flex initilation error. (-96)
