How to associate documents with each other

I'd like to create the company standard under the law.
When the law is amended, I want to change and reflect the relevant chapter of the company standard.

What is the best pactices of the Windchill operation?
I,m thinking of the following idea.
First, create the DITA file for each chapter of the law or company standard.
Then, Linked the corresponding DITA file of the law or the company standard.
Finally, when the law DITA file is updated, the corresponding company standard Dita file is recognized.
