How to convert Windchill Enterprise 11.1 to 13.1

I am using Windchill Risk and Reliability Enterprise Edition (Formerly Relex) Release 11.1 We’re planning to migrate our Windchill 11.1 database, currently hosted on a Windows Server 2016 VM with SQL Server 2014 Express, to a clean Windows Server 2025 VM running Windchill 13.1 and SQL Server 2025 Express.

The Windchill 13.1 conversion wizard does not recognize the imported database. Could you point us to documentation or recommended steps for completing this migration? 

Alternatively, rather than migrating a database to a new machine, can we simply export the projects? If so, what would we lose by only exporting our projects/files?
