How to use tabSetKey to define order of custom created tabs(from UI)

Version: Windchill 12.1

Use Case: I've created custom tabs in the UI(by clicking the “+” icon on the tab set) on WTPart, and I want to define the order of these tabs. these UI through created tabs are not defined via an action model as the other tabs. How do I control the order of these tabs?

I want the Details tab to be 1st and, Structure to be 2nd. How do I control the order of these tabs?

In article https://www.ptc.com/en/support/article/CS336436 it tells us what type the tab is if it is configured in *-actionmodelss.xml
Is there any other value for the ‘tabType’ parameter if the tab is configured through UI, instead of the xml?

Can't you just click + drag the tabs to reorder them? I know you can do that for your personal UI, but I'm not sure if that affects other users for public tabs.
